The Post Office introduces the “Act on Road Shipping Contracts” The Post Office adapts the general, standardised responsibilities for the transportation of goods. Simpler market and industry based terms will ensure greater predictability for customers. The Act was introduced as of 1 January 2004 and regulates compensation for the products Business Parcels Door-to-Door and Return Service, Business Parcels Post Office, Service Parcels and Return Service and To the Door. Pallet Cargoes and Unit Goods are already regulated in the Act on Road Shipping Contracts.
Market adaptation
The Act means that the Post Office will be responsible for losses and damage up to 17 SDR* per kilo for the gross weight of the lost goods. Standardisation of the compensation calculation will result in simpler, faster case handling for customers. This change means that the Post Office takes on the same responsibility for the transportation of goods as other carriers in the market.
An example
Assuming an SDR** rate upon acceptance of the goods for transporting: 1 SDR = NOK 10.0
You send a Business Parcel Door-to-Door with a gross weight of 2.3 kg. It is damaged and you claim compensation. The value of the contents is stated as NOK 400.
The Post Office pays compensation for the value of the goods, but a maximum of 17 SDR x 2.3 kg x 10.0 = NOK 391
Favourable insurance
As of 1 January 2004, the Post Office is offering insurance for individual packages via EDI*** advance registration or Net Goods (for customers who do not have EDI). Goods insurance could provide full coverage against the value of the goods being lost either wholly or in part.
The price is 0.3 % of the value of the goods, minimum price NOK 30. The insurance will cover the value of goods up to NOK 25 000, with an excess of NOK 250 in the event of loss or damage.
